The rate of employment growth or decline is the primary input into the calculation. To qualify as a growing or shrinking business, an establishment must have:

  • 20% delta if historic employment is 3-9.
  • 10% delta if the historic employment is 10-499.
  • 5% delta if the historic employment is 500+.
